STANDARDS FOR THE ESTABLISHMENT OF RECYCLING FACILITIES BY PURVEYORS OF GOODS AND CONTAINERS
LIU, EDDIE WEI-CHIEH
On 10 September 1998, the Environmental Protection Administration announced, by category and scale, the first group of purveyors of goods and containers required to set up recycling facilities where consumers may deposit their used goods or containers, as follows:
Bulk wholesale or retail enterprises: all wholesalers or retailers engaged in the large-scale sale of general goods, and whose storage and sales facilities are combined in one area.
Chain retailers of cleaning and cosmetic products: all enterprises engaged in the sale of cosmetics or daily cleaning products, and that are operated as retail chains.
The supermarket industry: all enterprises that sell a variety of goods (such as daily necessities, foods, and so forth) in one location divided into various departments, and additionally offer fresh meat and produce or packaged meal products.
The convenience store industry: all enterprises that sell everyday articles (such as foods, beverages, daily necessities, and serviceable goods) to satisfy the immediate needs of customers, and that are operated as retail chains (regular or franchise).
The kinds of goods and containers slated for recycling include iron containers, aluminum containers, glass containers, paper containers, foil packs (of composite materials including paper, aluminum foil, and plastic), plastic containers (including PET, expanded PS, unexpended PS, PVC, PE, PP, and other plastic materials, but excluding plastic bags), and used dry-cell batteries.
